The General didn't change his mind about the bill, just about The Blur (especially since it's reasonable to believe he thinks is Clark). The General was saying that not all superheroes are as honorable as "The Blur" and Clark was saying that not all politicians were as honorable as The General.

And I think it's safe to say that the question Clark wanted to ask is the Big Question, \o/
