Aww, I feel for Bruce, thinking Clark's going to leave him. Poor Bruce, but his fears are understandable. But I think he under-estimates the depth of Clark's feelings for him. Clark has always been more than a slave.

As for why he puts on the manacle, I can think of at least two reasons, but I won't guess because I'm sure you'll reveal the answer in your own good time.
