I'm not sure I like Lex's fixation on control rather than dissolution of the Kryptonian Decree. I think when he finds out about Clark he's going to have to make some real decisions about his beliefs.
Lex is always about control. He thinks the Decree is a waste of Kryptonian power, but if he does find about Clark, things could change. He's a bit of a wild card in this 'verse. :)
It's too bad nothing concrete can be done about Caldwell; but the sheer humiliation of having been arrested and charged at all will go a long way towards pissing him off no end. They'll need to keep a close watch out, because it would be like him to try it again-kidnap Clark, or Dick, to prove Bruce can't stop him. I don't think he'd kill Bruce outright, because that wouldn't hurt him enough.
You're correct. He will never kill Bruce. He prefers disgrace and ruin in this case.
