Well, it's no secret why Arlen is a Senator - Goddess Knows he's dumb enough. Dumb enough to let a sick evol perv like Edmund get something on him and dumb enough to dance to the tune when Edmund calls it instead of taking the temporary lumps and a quiet retirement elsewhere from Gotham.
