I think he would be more interested in recruiting people to fight any menace instead of being forced to do so as Lex is doing
I know this has been argued before, by fans more eloquent than I, but we haven't seen any evidence that Lex has any innocent people locked up or being experimented on against their will. He has tagged and sampled some mutants who appear to be innocent (like the bowling alley guy), but he promptly released them with no physical injuries and no traumatic memories, and he started doing this only after the mutant farmer his people had supposedly been watching turned out to be a multiple murderer, which taught Lex that he needed to keep a closer eye on even those mutants he didn't yet know for a fact to be dangerous. The ones we know Lex has/had locked up long-term were demonstrably dangerous, like Chloe's mother, who not only physically abused her daughter when she was younger, but then used that same daughter to physically assault and nearly kill Lex before Lex had done anything worse than to awaken the woman from a catatonic state and ask for her help. We know for a fact that at least some of the people in Lex's program volunteered to be there (like the soldier Lois had known), and there's really no evidence that that isn't the case with everyone who's in 33.1 long-term, aside from the crazy/dangerous ones who need to be locked up for reasons of public safety.
